Basic question about painting. Just picked up a 70's peugeot frame on the cheap that the owner had essentially sanded down and spray painted black. This is just what i was looking for (flat black), but there are a few chips. Obviously, these weren't a deal breaker, but if possible I'd like to touch these up. Any recommendations? Just hit it with the old spray paint can or is there a more profesh method I should be using.

Dude if it's already down to just a frame, you can probably find a place that would powder coat it for about $80. As for filling in the chips, I'd suggest using Testors model paints. A little bottle will run you $2 and fill in the dimples no problem.
+1 on powdercoat. if you dont want to blow the cash on that, then i'd say just spray-bomb the entire thing with flat black rustoleum and then get an automotive flat clear-coat. it comes in rattle-cans too.
i did the flat black rustoleum with the wd40 and it doesnt chip or scratch unless i really want to.
I just finished painting 3 frames with some of my friends. we used zip strip, scrapers, and sanding blocks to get it down to the bare metal. then used rattle cans of rustoleum primer, painted, then clear coated. looks really good for costing under $20. In reality we probably could have painted over the existing stuff but we were over acheivers there. If you have the money for the powder coat that would be sick. We are in college so money was an issue. in short for you though I would say:
-rustoleum flat black spray job
-plus
-rustoleum flat clear coat

you will be happy with it.
Yup, I dont have a ton to add, but my wife and I have finished a few frames (little hobby for us) We strip, sand, prime, sand, paint sand and usually follow with a clear coat. depending on desired finish we sand again. We both are visual arts grads, and had patience for finishing beaten into us for 4+ years, so we probably dont do things the most efficient way.
